Richard Dophan Starnes, 81, of Victoria, TX passed away November 27, 2023.  He was born on October 8, 1942 in Shreveport, LA to the late Weaver Dophan Starnes and Mary Janette Ellis Starnes.

In his younger years, he was always up for an adventure. He was an avid cook and sportsman, spending his time hunting and fishing with his lifelong friends and participating in numerous cook-offs with his late wife.  Retired in 2006, he loved to speak of his many travels around the world during his career with Brown & Root, including trips to Dubai, Africa, Egypt, Afghanistan, and the Virgin Islands to name a few. He was a man of faith, devoted father, and loved spending time with family - especially his grandchildren.

In addition to his parents, he is preceded in death by his wife: Joan Treybig Starnes; brother-in-law: Brian E. Simons; and nephew: Bryan Gregory Simons.

He is survived by daughters Leslie Starnes of Victoria, and Kelle (Stephen) Hill of Dallas; sister Glenda Gottlich; grandchildren Megan Simmons, McKenzi Simmons and Morgan Simmons; great grandchildren Jordyn Simmons, Alice Esparza, Olivia and Greyson Pena; nephew: Gary Simons; and nieces Lanette Paul and Laura Hudson.

Visitation will begin at 1:00 PM Friday, December 1, 2023 at Nichols Street Church of Christ in Bay City.  Funeral service will be at 2:00 PM with Matt Springfield officiating.  Interment will follow at Cedarvale Cemetery.  Pallbearers will be Robert Austin, Jaime Esparza, Stephen Hill and McKenzi Simmons. Honorary pallbearers are G. P. Hardy III, Buzzy Ris-Due, and Gary Simons.
